Summary/Abstract: This article is based on the archive documents of Cernavoda cement factory and refers to the period between 1916 and 1918. It includes the opinions of some Belgian engineers, the situation of Bulgaria after the war, the possibilities for development of construction materials industry or the cement export from Romania on that market. In the same time some interesting observations are made concerning the Bulgarian people, their qualities and weaknesses or the way they were perceived by the foreign visitors of the country.
