Summary/Abstract: In this paper I wish to emphasize that a state has a say at the international negotiation table, to the extent it is considered a local or regional power, and Romania may accede to this status only if it will develop coherently its maritime power. Starting from the idea of state power development, I will highlight the importance of having a maritime power by any state having access to the sea. Any maritime state, even of a medium level like Romania should be able to have a fleet, even a small and not high-tech one - in comparison with other countries in the region - but superior in terms of ability in action. I want to oppose to the general concept of “inferior fleet in action” the concept of' “inferior in number but, superior in action”.
