Summary/Abstract: Planning represents a fundamental prerogative of the leadership and it is impossible to understand how a system functions in the absence of the corresponding planning. On the other hand, planning is useless in cases when the foreseen objectives are misbalanced as compared with the level and availability of resources for the process.Planning of the defence is not different, and the developments during the past two decades seem to bring an increased realism in designing the objectives and the establishment of a priorities system that could approach more flexibly the objectives, depending on the variation of the resources level. In the current context of Romania’s membership to NATO, the capabilities based planning would ensure the adequate effectiveness and an increased efficiency of the national defence system.
