Summary/Abstract: The article identifies and analyzes a part of the new risks, hazards, threats and vulnerabilities to global, regional, and national security and defense. Viewed systemically, the notions subject to analysis are always in a well-established ratio. During their coexistence, as security prognoses do not anticipate any of them being eradicated in the near future, the risks, threats and vulnerabilities can work according to the principles of the zero stakes game. Thus, security and defense, irrespective of their area, can be ensured either by reducing vulnerabilities, or by preventing threats or reducing risks. This determines the orientation of the national security strategy which can focus on the internal aspects, trying to reduce the vulnerabilities of the state, or on the external ones, allocating forces and means to act directly or not on the risk sources.
