Considerations on public spending in the budgetary system

Summary/Abstract: The general objective of this paper is an involving topic of present interest,the state’s budgetary effort, under crisis conditions.Using the analysis made in an ample research, according to the specialty literature and the practice in the analysed field, this paper aims to identify the dimension and the general principles of collecting and spending the public money in order to meet the society’ s common needs, in the context of the regulations in the European Union and implicitly the national regulations.Therefore, we made an analysis of the following objectives: the concept of public incomes, public needs and sources of finance, public expenses and the way to make them efficiently.This paper can contribute to the improvement of the legislation regarding the collecting and spending the public funds according to common needs. Furhermore, it is useful to legislature, practitioners in the financial and fiscal field and business people in the economic field.
