THE INCIDENCE OF INTERNATIONAL RULES REGARDING TERRORISTS AND FOREIGN TERRORIST FIGHTERS

Summary/Abstract: Although we are currently witnessing the smallest share of armed conflicts in the history of humanity, particularly concentrated in some areas, the issue of terrorists and foreign terrorist fighters acting in these conflicts is of major importance. The prohibited actions of these unlawful combatants, the transnational character of these actors and their ability to move anywhere in the world, potentiated by the asymmetry of the armed conflicts, place them in the sphere of vulnerabilities to international peace and security, the international community considering as incident in the matter both the rules of International Law and the rules of International Humanitarian Law.
