Summary/Abstract: In 2014 in the east of Ukraine began the conflict, which became one of the biggest crises in Europe in the 21st century. Its consequences are difficult to predict and its effects in a significant way affected the foreign policy of countries of Central and Western Europe. As a result of the military operations in Donbas were formed two quasi-states: Donetsk and Lugansk People’s Republics. The purpose of this article is to determine how quasi-state leaders are able to operate in the international arena and what are the predictions of quasi-state’s functioning in the international environment. The issue will be presented on the basis of a registered representative center in Czech Republic, which was supposed to constitute a quasi-embassy for citizens of the unrecognized republic of Donbas. The author analyzes the entire process that has taken place: from registering the representation to its liquidation. He also analyses why the leaders of the Donetsk People’s Republic had chosen the Czech Republic to open their first representative office. In the paper discusses the position of the parties regarding the legality of functioning of such units. The author presents countries in which such representations have been registered and how may be consequences.
