Public procurement as an instrument for shaping the economy by a state

Summary/Abstract: The EU public procurement directives package from 2014 underlined the role of so-called sustainable public procurement in the economy. Through sustainable public procurement the European Union, as well as the Member States, try to achieve different goals which are not directly linked to the subject matter of the public procurement contract. These actions raise questions concerning the ways in which the state can actually influence its economy and to what extent this influence can be.
