Summary/Abstract: The population is one of the constituent elements of the state. In general, the population of a state distinguish three categories of people: people who have one (citizens, the largest category), people who have citizenship of another (other) State (state) (foreigners) and residents who have no connection (belonging) to any State (stateless persons without citizenship). Of these three categories only citizens enjoy full rights and fullness are bound by obligations under the fundamental law of the country. The status of different categories is determined by the legal regulations of each state. Such issues are also international cooperation on human rights, diplomatic protection, bipatridia and statelessness and legal status of foreigners, asylum, refugee situation etc.
