Summary/Abstract: The Convention of judges from Eastern Europe became relevant in a few years after the fall of dictatorships or communist, around 1990. Critics against European Court is rather the reverse: it is often very difficult to draw general conclusions from the decisions issued by this court, as the European Court usually studied in depth the circumstances of a case. Even while investigating in detail a particular case, the European Court nevertheless considers that the national authorities are better placed than an international court to evaluate local conditions and the need to take specific measures
