The social participation is thus described in the context of modern management in local government units. This serves as an introduction to the issue of participatory budgeting. The theoretical considerations are illustrated with the results of empirical research of the practice of participatory budgeting in the cities in Lódz Province. The research was conducted in 2016 with the use of interviews carried out in 16 cities in the region, which have gained substantial experience regarding participatory budgeting. The findings confirmed that there is a growing consciousness among representatives of public bodies as far as benefits and shortcomings of participatory budgeting are concerned.
