Summary/Abstract: The aim of the article is to show that agglomeration rail transport has the potential to generate both public value and value for the customer. The article presents the concept of public value in the context of transport within the agglomeration by the prism of the theory of external effects. It then introduces the reader to the context of the communication preferences of travelers whose inclusion is crucial to make public transport valuable. Public value is a term that has been present in scientific discourse since the nineties. Understood by analogy to customer value, it is created through the action of public organizations. These actions, are reflected by external effects. Agglomeration rail is a source of external effects and under certain circumstances may be a source of public value. The reflections were illustrated on the example of the Łódź Agglomeration Railway.
