Summary/Abstract: The paper focuses on the need for a shift in the knowledge-based society policy from a society driven by technology (mostly ICT) to one driven by a policy vision, enhanced social-economic cohesion. There is a strong focus on the local and regional dimensions. Issues such as e-government and regional benchmarking systems, as well as the exchange of good practice within the context of inter-regional networking, are taken into account in the paper. Disseminating best practice experience through ‘networks of excellence’ will assist countries like Romania in promoting new forms of governance (including e-government) and democracy (such as e-democracy) based upon a strong role for local authorities as well as for civic society at large.
