Summary/Abstract: Starting with 2014, Rumanian Court of Auditors has conducted a comprehensive audit regarding performance of the Romanian education and research, which was presented in the published reports-reports that reflect catastrophic state of these policy areas, which condition Romania's long-term development. Also, Romanian Academy developed Development Strategy of Romania for the next 20 years, from witch result the status quo of the system and ways forward for the recovery of Romanian education and research. University education system in Romania is in a process of change. The new reformist tendencies imposed repositioning higher education institutions in social and economic environment. Requirement of higher education system development comes from the fact that economic development of a country is directly related to the quality of human capital.
