OSINT FROM BIRTH TO PROFESSIONALIZATION

Summary/Abstract: Expanding access to real-time information obtained from open sources - Open Source Intelligence, led to what was called "the OSINT revolution" with significant impact on intelligence, and national security policy.Though some experts might not share this opinion, it is our belief that OSINT has produced a revolution in the field of intelligence in the last two decades. Intelligence agencies across the world are turning nowadays to OSINT for the additional breadth and depth of information that it promises to deliver and in this paper we will try to analyze each of these in detail.In Romania, the evolution of OSINT has been slower than elsewhere (Western intelligence communities) with the implementation of dedicated systems inside intelligence organizations being made at a slow to medium pace during the last two decades.The first step towards achieving this goal was made through the training of intelligence experts in an attempt to develop professional Open Source Intelligence capabilities. This was followed by efforts to identify and implement best methods, practices, challenges and tools available in the OSINT domain.
