Summary/Abstract: International security environment is very far from being stable and secure. On the contrary, the challenges are more and more, the crisis effects are more pronounced, and the state of insecurity even more acute. The current crisis in Ukraine has shown which is in fact the real side of such a fragile and dangerous environement. With the exception of four countries: USA, UK, Greece and Estonia, all other NATO countries have decreased dramatically military budgets. As such budgets cannot be increased and even brought to the level prior to the crisis, were taken,, however, some measures to maintain a credible capacity of action and deterrence, within the limits of current financial resources. Among the most important we mention the comprehensive approach and smart defence.
