Summary/Abstract: Talent or human capital is the most important single factor that determines business success or failure. In this respect, the topic of Human Intelligence (HUMINT), or what is more popularly referred to as people, talent, human capital, was and remain one of the hottest topic of the intelligence history. Today, HUMINT may be defined as the collection of information by a trained HUMINT collector, from people and their associated documents. During the entire interwar period, the chief of Romanian Secret Service (SSI) strived to introduce modern principles for conducting the Romanian intelligence activity, as archival documents state. One of the modern principles applied was the permanent concern for recruitment of human sources or agents. Having in mind the contemporary definition of HUMINT, this paper aim to provide a historical perspective on the Romanian Interwar Secret Service’s policy of recruitment, trying to identify inside the structure of the SSI the defining elements of intelligence.
