Summary/Abstract: Romania continues to keep its traditions mentioned in old saying „theory as theory, but the practice sure will kill us”, setting up a high elevated level of the objectives which she proposing to achieve în the field of energy, and which are good as are the ones in EU or member-states, but which are darked by the implementation, or better said not implementation or mistaken, discretionary and even evil-witted, of the rules and compound elements pertain with the proces of startup.
