Summary/Abstract: Considered to strengthen democracy, citizens' interests and mechanisms for cooperation in the European Union, Lisbon Treaty, a legal innovation, will alter the European security environment and thus the organization of the armed forces of the 27 EU Member States. Although European defense is still left in the hands of NATO, Romania is urged to respond effectively to these changes in the European security architecture. Both Romania and the other European Union countries will follow, in the near future, a line of major changes regarding the manner in which the armed forces and Diplomatic services are organised, all to support the new European institutions, the single voice.
