Summary/Abstract: The main purpose of this study is to present the characteristics of the public administration in the Romanian territories under military occupation of the Central Powers in World War I, the relations between Romanians and the conquerors, the causes and motivations of the civil servants who chose to work under the new regime. This text also includes a brief presentation of the histo-riography regarding the military occupation in World War I, in Romanian territories and in other countries. The research not only focuses on the period when nearly two thirds of the Romanian state was under military occupation, but also, it studies the measures taken in 1916 by the govern-ment Ion I. C. Brătianu for the organization of the administration in the eventuality of territorial losses and the debates after 1918 regarding the ʻtraitorsʼ and the ʻcollaborationistsʼ.
