Summary/Abstract: Can 4 years be considered a reasonable time after which we can begin analyzing our actions and draw a line in order to determine whether we are going in the right direction or not? Expectations were high on the entry into force of Law no. 85/2014, but did the law rise to our expectations? We have pointed out the most innovative novelties brought by Law no. 85/2014, which have managed to cover the gaps left by Law no. 85/2006. At the same time, we have highlighted the shortcomings and main blockages that need to be addressed in the future. Finally, we tried to reach a conclusion by answering the generated paradox: why is it that a modern legislation leads to modest results?
