Summary/Abstract: In the public procurement system; two models of award procurement contracts are used, namely: the lowest price only and the most advantageous offer. Contracting authorities make decision which offer could satisfy their needs in the best way. Because of amendment of the Public procurement law in 2016 the public buyers are obligated to use a model of „value for money” in public procurement. There is no allowed to use „the lowest price only” in the selection of awarded procurement contracts, if the objects of public procedure are not standardized. The main aim of the paper is an identification of variables which may be used as award criteria in the multicriteria choice model for public procurement. Special attention is paid to the changes in Public procurement law in Poland in the years 2014–2016. In the paper the literature overview, law regulations and data coming from reports of Public Procurement Office are used. Analysis in the area of frequency of application of the most advantage offer model is conducted for two sub periods: before and after the amendment of Public procurement law in 2016. The finding just proved that there were benefits coming from obligation to use the most advantage offer where the weight of price may not be higher than 60%. Therefore frequency of application of variables which are hardly measured such as quality, functionality, knowledge, or experience of people involved in contract are stressed.
