Summary/Abstract: The problem presented in this research, is that the administration of personnel in SMEs, is not systematized, which results in rotation, absenteeism, poor training, demotivation in employees, lack of vision and business growth, to mention some effects. The purpose of this document is to show a conceptual approach and a methodological proposal for the systematization of personnel management in SMEs and the strategies for their operation. The methodology used is documentary research (conceptual theory) of human resources management tools, which can influence the administration of personnel within SMEs. The results show a proposal with ideal elements that could provide effective personnel management for SMEs. The final conclusions and reflections allow us to identify that the systematization of personnel management in SMEs contributes to their strengthening, as well as to assess the importance they have for the growth and development of the States.
