Public Information as a Common Good

Summary/Abstract: Public information is one of the categories of the common good in the sense of Article 1 of The Constitution of the Republic of Poland of 2nd April, 1997. It is a common good in the political, economic and personal sense of each person who realizes his right to access public information. The right of access to public information contributes to a more transparent and more effective exercise of power. The possibility of using public information contributes to sustainable social and economic development. A citizen has the right to obtain information on the activities of organs of public authority as well as persons discharging public functions. Such right shall also include receipt of information on the activities of self-governing economic or professional organs and other persons or organizational units relating to the field in which they perform the duties of public authorities and manage communal assets or property of the State Treasury. Knowledge of how to exercise power and use public property has an important significance and consequences for the common good.
