Summary/Abstract: The paper is aimed to compare methods of identifying complex phenomenon’s levels of development when outlying values of simple features are observed. Such outliers can substantially compress the range of constructed synthetic feature, posing difficulties to the identification problem. A solution to adjust the construction process when applying the TOPSIS method was proposed that addresses both the presence of outliers and strong asymmetry in the simple features by calculating the ideal solutions without accounting for the outlying values. Outlier identification was implemented with three one-dimensional methods and one multi-dimensional method (local outlier factor). The effects of the corrections on the range of synthetic index were illustrated with an example of financial self-sufficiency of Polish communes in 2014 using data from Local Data Bank and the Ministry of Finance.
