Summary/Abstract: Human resources management in the health sector is subject to many challenges caused by the same type of problems faced by other health systems around the world: lack of staff motivation, inefficient use, low productivity, inadequate training and, last but not least, its poor geographical distribution within the health system, from overcrowded areas of medical staff such as university clinics to the lack of medical services in some areas, in particular rural.
