Summary/Abstract: The development of Sinaloa depends on regional nodes and the transformation of the primary activities with added economic value, the State should be strengthened as a functional economy enabling the implementation of strategic activities for the productive investment. Correction of structural problems such as the management, governance and the development of enterprises differentiated by the family Association is required for sustained growth in small-scale fisheries. Research is aimed at identifying the variables related to the development of the fishing industry and the enterprise integration under the approach to the improvement of the scientific and technical conditions of fishing. Data collection was obtained by applying a survey justifying the research with quantitative analysis methodology. The findings determinants to define social entrepreneurship as a factor relevant to assess the productive sectors are the level of risk and uncertainty that exists in the fisheries sector, access to funding sustainable projects and the need for a regional competitiveness. The related constraints were public policies of development, the limited infrastructure of the fishing camps and the urgency of raising skills of management of artisanal fisheries.
