The System in the Non-Military Aspect of Contemporary Threats External Security of the State

Summary/Abstract: The article presents the problems of contemporary external threats including multi-character of the state. In the first part the author presents the issue of jobs, the role and powers of non-military. In the second part of the article presents the considerations in relation to the tasks, structure and activities undertaken by non-military system, taking into account the existing risks in the domestic and global. The result of the undertaken subject are conclusions and proposals on the no military.
