Summary/Abstract: The main purpose of the study in Turkey in terms of municipal social practices as a condition for the aid of the European Union, “subsidiarity and integration Principle” of the issue of analysis, discussion, application, advantages, scientific recommendations and the discussion of all relevant parties is presented. The social development of the country, plays an important role in the effectiveness and support of local governments. In a country; labor, natural resources, capital, and efficient in the process of making values such as entrepreneurship, interested parties and to act together need to be supported. Local governments, community power, the resources, support and investments can provide significant benefits in the spirit of the team to perform. To monitor the preparation of this study of qualitative methodology in the relevant area in the main sources (books, unlimited publications, Internet, etc.) will benefit. In this study, to the analysis that could make it easier for you to receive the financial support of Turkey will be included. Social policies to be managed only by the central government; and local governments will be able to reduce the effectiveness of local democratic participation. Local governments determine the needs of local people more closely in time to be able to follow to be able to capture every moment and the opportunity to be with the residents in the region. Therefore, in this study, local governments will focus on identifying social needs and social benefits of participation.
