Summary/Abstract: In this paper, we prove the following theorem: Let R be a finite chain ring with four elements and let Π=PHG(R3) be the projective Hjelmslev plane over the ring R. Denote by AΠ be the point-by-line incidence matrix of Π. Then a) rank AΠ=15 if R=F2[x]/(x2); b) rank AΠ=14 if R=Z4.
