Summary/Abstract: The concept of war, which has been used to define inter-state conflicts since the early periods, is now more than a traditional meaning. One of the present types of war phenomenon that evolved in accordance with the spirit of international relations is proxy wars. It is clear that proxy battles, which were frequently seen in the Cold War period, is experienced as a dimension of the conflict and civil war period in Syria. At this point, the USA is in the lead of the actors who apply for proxy wars. So,the US administration, which tries to maintain its Syrian policy through its proxy actors, uses its preference for terrorist organisations. Even if the economic, political and psychological costs are reduced cyclically, it is clear that the relationship in question is not a long-term one and that there is temporary and tactical cooperation dependent on changing conditions
