“GOOD GOVERNANCE” CONCEPT IN BOSNIA AND HERZEGOVINA – HOW DOES THE GOVERNMENT RULES ITS OWN PEOPLE

Summary/Abstract: This paper analyzes the concept principles of “good governance” and applies to the situation in Bosnia and Herzegovina. The initial starting point for the analysis is existing territorialpolitical organization of Bosnia and Herzegovina, territorial ethnic homogenization of population and the dominant ethnic majority in government structures. It turned out that the ethnic composition of the population living in a particular area, perfectly corresponds to the ethnic structure of government. The category - “ethnic other” are gone who might threaten the political decision making process, or the law of particular territory, but authorities (ethnic) show bad results in respect of the value of the rule of law, transparency, efficiency and creating the environment for economic development. Despite the ethnic structure of government, equally bad results appear regarded its actions in all parts of Bosnia and Herzegovina, high level of unemployment, low wages and poor living standards, poor quality of public services and the lack of citizens / people’s prosperity. Political authorities are not transparent, they consume high amount of budget funds and show no responsibility to the electorate. The compatibility of the ethnic structure of the population and ethnic structure of government organizations, the overall bad results of management / governance, seriously lead to doubt the popular idea that the national state (territory, nation, government organizations) is the only way out of all problems that overcome people and the state of Bosnia and Herzegovina.
