Summary/Abstract: The reconsideration of the international security agenda by stating the human individual as the first and last referential of security policies was determined by the inclusion in the conceptual security space of non-traditional threats, determined by the basic needs of individuals and associated with the phenomenon of globalization, which does not affect a state alone and cannot be managed by necessary military means, the source of which is of substate or transnational nature. Identifying and knowing the sources of threats to human beings and individuals can be achieved through the involvement and development of a global civil society, capable of acting as a sensor and mobilizer of state or supra-state institutions to ensure the conditions for the elimination of recognized or perceived threats to humansecurity. Our analysis highlights, beyond the conceptual nuances of the human security field, the role that the global communication network can have in locating, knowing and indicating the sources of insecurity in an era where the ”communicative closure” of states is no longer possible. Considering the desideratum of human security as a unifying value in a world that communicates more than ever in history and which does not seem to identify a global sense of communication, we advance the idea of human security as a purpose of global communication.
