Methods for Funding Higher Education in Europe and Bulgaria

Summary/Abstract: New tendencies connected with higher education funding are based on the growing need of qualified work force and demand of qualified human recourses, new knowledge and skills. These trends result from the strategic document Europe 2020, as well as from the base elements necessary for establishing European higher education area. The article represents the tools of contemporary policy, which implements innovative methods of using public funds, granted to higher education system. Various performance-based models are compared.The article discusses a set of recently implemented indicators used by EU countries, which evaluate recourse policy and quality, provided by the universities. There is an overview of funding methods of Bulgarian system as a part of European higher education area. The article recommends best practices, which could be implemented in the region.
