Preliminary ruling, the means of interpretation of Community law

Summary/Abstract: In this article the author presents the preliminary ruling as a form of cooperation, involving national courts, addressing the question of judicial bodies in interpreting treaties and EU regulations deriving from them, and establishing a mechanism by which domestic courts and the ECJ enter into dialogue to correctly apply Community norm that conflict with a legal, national, thus contributing to strengthening the principle that "the national court is the Community courts of common law".
