Summary/Abstract: The practical connotations of the social sciences arise from the fact that they are not separated from their object of research as the natural sciences are. This article studies situations in which it is expected that empirical research should help decision-makers to understand reality. Attention is mainly paid to evaluative research as to a specific kind of applied research. The author stresses that the traps of instrumentalisation of the results achieved in the study of social phenomena can be avoided only if cooperation between researchers and political and other decision-makers should be established while the aims and the purpose of intended activities are being formulated and not during the implementation of completed programs.
