Summary/Abstract: In the aftermath of the First World War, the whole Romanian society was in turmoil. Great changes were about and all of the national institutions were feeling the impact. The Navy was no exception in this regard and difficulties were aggravated by the fact that Romania acquired Bessarabia after the war and its coasts were longer and required a bigger fleet. Notwithstanding these issues, the recruiting process and mobilisation works for the Navy had been thrown into chaos by the war. It was in this regard that most of the improvements could be made, considering the fact that expanding the Navy with new, modern ships was proving to be quite difficult.
