Summary/Abstract: In 1938 the international situation was clearly heading towards a new world war. Even for a smaller, peaceful country, like Romania, it was becoming obvious that rearmament was no longer optional. Even if the land forces would take their lion’s share of the budget, the other branches of the military also needed attention. In the interwar years the Navy had experienced a significant development in its capabilities, but was far short of the resources of its main potential adversary – the Black Sea fleet of the U.S.S.R. It was with this menacing enemy in mind that the leaders of the Navy had promoted the idea of increasing the Sea Division by way of buying new and, if possible, bigger ships. Al throughout the interwar period they put forward several naval programs, the one we will present here being among the last of them.
