Summary/Abstract: Is it true to say “everyone is welcome” in the Church? We should answer that all are Welcome, all are indeed welcome, but on Christ’s terms, not their own. Certainly Church sanctions are not the favorite subjects of the faithful. Most of the people would like to avoid the sanctions and don’t want to listen to them. In this short article I would like to present that in the Church’ penal laws we can find a merciful image of the almighty God. This merciful God was present in the penal laws throughout the ages. The shepherds were remedied, that they are not oppressors that they are to preside over the subjects and not lord over them. The Church’s right and obligation to punish its errant members flow from its nature as a visible community or society, and the consequent necessity to recall sinners to their Christian repentance; to protect the innocent faithful from bad example and behavior disruptive of ecclesial communion; to promote the unity of faith; and to deter the weak from being lead astray.
