Summary/Abstract: The author argues against the suggestions that the 1974 Constitution was passed in a rush, pushed through by a group of leaders, and apart from Tito's historical course. Bilandžić claims that the concept of the social system as defined in the Constitution had been formulated in 1964/65 and consistently evolved during the following ten years. This is borne out by the documents and the platform of the 8th Congress of LCY in 1964, by the economic reform of 1965, by the removal of the Ranković group in 1966, by the constitutional amendments of 1967 and 1968, by the constitutional reform of 1971, and finally by the Constitution of 1974 itself. This constitution was not imposed by a group of leaders but was unanimously approved by all central and provincial committees of the League of Communists, by all the assemblies in the republics and autonomous provinces — and was promulgated by the Assembly of SFRY.
