Summary/Abstract: The Government's Annual Work Plan (GAWP) is a tool for annual planning of the decision-making process in the central public administration, comprising the list of public policy papers and the draft bills and regulations which central institutions are considering to submit for the Government's approval in a calendar year. The tool is also used in other EU Member States such as the Netherlands, Finland, Great Britain, Sweden, the Czech Republic, etc. In Romania, this tool was promoted by the World Bank in 2011.The process of drafting and monitoring the Government's Annual Work Plan (GAWP) is carried out by The General Secretariat of the Government (GSG). At the end of each year, the GAWP for the next year is being prepared, and its progress is reflected in regular implementation reports which are presented in Government meetings.The review by GSG reveals that GAWP is still at an early implementation stage and no visible benefits to the decision-making environment have been provided, being a rather ex-post monitoring tool, hence the need to redesign it.
