Some Communication Problems of the Delegate System

Summary/Abstract: The delegate system poses numerous practical problems one of which is the amount of communication it requires. It is estimated that only in the Republic of Croatia the communication involved would comprise about 60 million pages of printed material and about 14 million man hours spent at varied meetings! It is proposed that the way out of this impractical situation be the greater use of local and organizational media that already exist and the rationalization of the communication process itself. The messages should be so comprised as to achieve maxima! effect with minimal means. Another problem pertains to the required initiative in formulating the proposals by greater numbers of participants. For these purposes new forms of collecting inputs should be introduced such as systematic interviewing of the constituency as well as well designed questionnaires. Also the general format of the messages in the mass media should be changed. Their main characteristic must be the opening of the problematic field by giving the description of the difficulties, by offering all possible solutions to it and by describing the consequences of every solution. In all this the communicator himself appears as the central role. If he functions well the delegate system could prove a workable scheme. If not, it's realization will be postponed for a long time.
