Summary/Abstract: The 1879 Tarnovo Constitution of Bulgaria has been declared to be one of the most democratic world constitutions at that period, because of the rights and freedoms which it provided to Bulgarian citizens, in particular their voting rights and freedoms. The issue of interest under discussion in the paper is whether this Constitution could ensure in practice voting rights for Bulgarians, or these were of purely declaratory nature.
