Summary/Abstract: After the Liberation, Bulgaria became an assignee of the Ottoman capitulation regime by duress. This was an act by which the Christian Kingdom aimed to preserve the statute of its citizens on Bulgarian territory. The regulation of the fundamental rights of foreigners in Bulgaria, therefore, was arranged by the Capitulations, the Tarnovo Constitution and the primary legislation. The examination of these sources demonstrates that the Capitulations alone were unable to guarantee the rights and liberties of foreigners because of their limited subject matter. In the same time, the Constitution and Bulgarian laws provided a wider range of civil rights and liberties. There were two legal regimes applicable to foreigners: the Capitulations regime and the general regime. Their comparison in the article makes clear that the general regime was preferable and that Bulgaria was a rule-of-law state.
