Summary/Abstract: At the beginning of the new millennium, which is also a sign of the time gap between the old industrial and new postindustrial era, an intriguing question arises whether a modern state, which also rapidly changes its character and its functions, remains a socially responsible institution of all citizens, or is it exclusively representative of international global financial institutions and protector of large, first of all, foreign capital, in its state territory. The answer to this question is not simple and unambiguous, but some contours of the future, according to which modern economy and society go, can already be seen.
