Summary/Abstract: Culture and art have been with us since the dawn of time asimportant factors of creating and integrating communities and a way to survivein the most difficult conditions. This alone proves the strategic role of culturein social life and development. A growing number of studies provides nownew arguments confirming its importance. As a strategic urban resource,it can become an important element of responding to the challenges of the 21stcentury. It gives people a sense of belonging and is an important part of the localidentity. Actions undertaken by the cultural sector and creative individuals maybe the answer to social problems, e.g. decreasing social cohesion, alienationof residents, lack of tolerance of the Other. They are also an important elementof building the urban quality of life and the subjective well-being of residents.In addition to jobs and contribution to GDP, the economic significanceof culture results from its impact on the development of the creative sector,building the attractiveness and competitiveness of cities and the revitalisationof degraded space. Considering the potential of culture, it is postulated to treatit as the fourth pillar of sustainable development and an important elementof building the “City-Idea”.
