Summary/Abstract: The aim of this study is to analyse the implementation of the IPARD 1 Programme in Macedonia in the period of 2007-2013 in terms of why its implementation did not succeed. The analysis was made from the planning phase of the activities, the way of financing, reasons for failure, the appearance of the first negative indicators of implementation, as well as the operation and functioning of the Agency for Financial Support of Agriculture and Rural Development in Macedonia - IPARD Agency. In this study, an appropriate overview of the situation is given, relevant conclusions are made in order to discover the causes of the anomalies; likewise, it offers better forthcoming solutions, i.e. solutions in the implementation of the IPARD 2 Programme which is in progress.
