Summary/Abstract: The European Union is an ever more important factor in everyday life of Europeans. But how much does the opinion of Europe’s citizens influence the EU’s policies? Citizens affect politics through the public sphere which forms through interpersonal communication within a society. The question is if there is a public sphere, or a society and public, at the European level? In this article I shall give an overview of the debate on European society and public, thereby attempting an individual classification and synthesis. I conclude that it is not possible to think about European society and public from a nation-state perspective and to compare it to them. European society can only be formed through a transnationalization of existing national public spheres and is a form sui generis still evolving.
