Summary/Abstract: In the following contribution the author analyses the ideological outlook of the liberal and Catholic camp on the establishment of the University before World War I as well as after the shake–up. He pays special attention to the factors which prevented the inclusion of the University as an institution into the cultural struggle after the turmail, which represents a significant change with regard to the pre–war situation. The issue of the founding of the University is a part of the wider context of political and administrative questions as well as related to the dilemma about the institutional conditions for the development of the (Slovenian) culture.
