Summary/Abstract: This paper examines the challenges before the implementation of headhunting in the public sphere. This is a modern and specific method that is increasingly used for a direct selection of highly qualified specialists, talents, and innovators. Headhunting has a contradictory meaning and impact on the management of human capital in public organizations. On the one hand, the method is useful for talented employees by giving them new opportunities for development and, on the other hand, it is detrimental to the organization as it loses its valuable employee, who is most often at a strategic position
